Design and Construction Oversight of a New Regional Police Headquarters Facility

Highlights:

Tetra Tech designed and performed construction oversight for the new Delaware State Police Troop 2 Headquarters in Bear, Delaware. The first step was an Operational and Architectural Program for the planning of a 56,500 square foot State Police Headquarters Facility for Troop 2.

Tetra Tech provided architectural, civil, and structural engineering services for a new 60,000 sq.ft. State Police Facility located on a 22 acre site in Bear Delaware. This state-of-the art facility will house the new Delaware State Police Troop 2 offices and detention facilities, a vehicle service garage, fueling station, and a future helicopter pad. Although the facility is specifically designated for Troop 2, the intent is for this new facility to be the central location for New Castle County operations of the State Police. Some activities that are scattered throughout the county at other State Police facilities would be centralized at this new facility.

- Booking and Intake
- Detention - Video Arraignment/Polygraph
- Evidence Lab/Storage
- Vehicle Maintenance/Repair Shop

- Special Investigation Unit
- Community Services


Tetra Tech's Civil department provided all site planning and civil design. Site design included grading, utility design, layout of new parking areas, floodplain delineation of adjacent Belltown Run Creek, and the design of a regional stormwater management basin serving parcels owned by DelDOT, Christina School District, and the Delaware State Police.

To minimize construction costs, Administrationistrative waivers were acquired from New Castle County to reduce the required curbing, landscaping, and parking. Tetra Tech worked diligently with state and local regulatory agencies to secure these waivers late in the project without delaying the aggressive project schedule.
