Highlights:

Tetra Tech provided complete architectural design services for this corrections facility in Delaware. This included a needs analysis, programming, predesign planning, design, and construction documents for this 60,000sf, 77-bed, secure care facility. The project involved extensive interaction with senior officials of the Department of Services for Children, Youth and Their Families, and the Division of Youth Rehabilitative Services.

The facility includes six housing units consisting of from 8 to 22 beds each. These are Intake Unit, 8 beds; Special Needs Unit, 8 beds; Maximum Security Unit, 5 beds; two General Population Units, 22 beds; Girl's Unit, 12 beds. The facility's operational program and functional space requirements were guided by the standards of the American Correctional Association for sleeping rooms, the number of showers and toilets, day room and multi-purpose spaces. Additionally, educational classrooms were sized to meet local Board of Education Standards and nationally accepted best practices.

Each housing unit will have a multi-purpose classroom and a recreational yard attached to it to minimize movement and to enhance security. Outside of each sleeping room area will be a dayroom for youth to participate in leisure time activities after school and homework has been completed.

Two housing units will be self-contained - a Special Needs Unit and the Maximum Security Unit. Youth in these units will participate in dining, education, recreation and leisure time activities on their unit. Medications will also be delivered from the medical/dental suite to youth on these units. Youth in all other units will be escorted to the central dining room for meals and to the Health Services Unit for their medications.

The full service kitchen is designed to accommodate not only the current facility population needs but also a doubling of the population in the future. The 3/4 gym was also designed so it may be enlarged in the future as increased population requires.
